FLAR is supported by contributions made by associates. The fee is established according to the annual production of rice of each member country. The previous three-year average is considered according to official data from the FAO. If the FAO does not include the necessary information about a country, the production is calculated from the dates published by the official statistics agency.

The minimum annual fee is US$ 16.500 for countries producing less than 100.000 metric tons/year of paddy rice. The annual quota increases US$ 8.250 by each 100.000 metric tons until it reaches 400.000 metric tons. Afterwards, the fee increases by the same US$8.250 after every 400.000 tons of paddy rice produced per year.
